The AQIC has submitted a brief as part of the consultations currently being conducted by the Ministry of Finance in preparation for the presentation of the Quebec Budget 2025-2026.

This year's budget exercise is taking place in a context of great uncertainty, due to a multitude of factors: inflation continues to affect Quebecers, a $11 billion deficit recorded for the 2024-2025 fiscal year for the province of Quebec, political instability within the federal government and U.S. threats.

Since 2018, Quebec's hemp and cannabis industry has had the ambition to become a leader in the production of quality products in North America. Today, we face the very real specter of saturating our capacity to migrate consumers to the legal market. To ensure an economic transition that respects Quebec businesses and citizens, while meeting the needs of the market, Quebec no longer has a choice: it must rethink its approach to cannabis production and distribution, and opt for a pragmatic and diversified strategy, as other jurisdictions have done.

Legislative changes in several countries are transforming the hemp and cannabis market on a global scale, but the new American administration's stated desire to strengthen its position in this industry means that urgent thought must be given to the future of our industry in Quebec.
